1、选题意义:
随着汽车保有量的增加,人们对城市交通状况越来越关注,如何进行有效的交通管理成为人们关注的焦点。智能交通系统通过车辆检测装置对过往车辆进行检测,并提取相关交通数据,达到监控、管理和指挥交通的目的。因此,它已成为世界交通领域的一个重要研究课题。车牌识别系统作为智能交通系统的重要组成部分,在高速公路、城市交通、停车场的管理中发挥了不可替代的作用。在不影响车辆状态的情况下,计算机自动完成车牌识别,降低了交通管理的复杂性。

With the increase of the number of cars, people pay more and more attention to the urban traffic condition, and how to carry out effective traffic management has become the focus of attention. The intelligent transportation system detects the passing vehicles through the vehicle detection device and extracts the relevant traffic data to achieve the purpose of monitoring, managing and directing traffic. Therefore, it has become an important research topic in the world transportation field. As an important part of intelligent transportation system, license plate recognition system has played an irreplaceable role in the management of expressways, urban traffic and parking lots. Without affecting the state of the car, the computer automatically completes the license plate recognition, so as to reduce the complexity of traffic management.

2、国内外的车牌识别技术情况:
计算机视觉技术迅猛发展的推动,美、日、德、法等国家投入了巨大的人力、财力对车牌识别技术进行研究,经过努力,车牌识别技术的研究体系逐渐形成,最近几年来,车牌识别在这些国家的研究已经相当成熟。文字的纹理特征让车牌定位技术目前在国内存在多种牌照格式,且存在诸多问题。国内外车牌识别技术具有代表性的:利用文字的纹理特征让车牌定位技术得到了发展、发现字符和背景颜色的色差也可以在车牌识别上得到运用,拓宽了车牌识别研究的视野邸;还有利用Markov Random Field提取车牌特征和对车牌进行二值化操作,让系统对车牌识别率有了很大的提升。英国结合车牌反光原理开发的车牌识别系统可以识别出所有格式的车牌,为识别不同国家不同车牌的发展打下了根基向。
3、及我国车牌存在问题
①车牌图像多在室外采集,会受到光照条件和天气条件的影响,如图像模糊、对比度低、目标区域过小、颜色失真等,并会伴随复杂的背景图像,影响车牌定位和识别。

目前在国内存在多种牌照格式,且存在以上种种困难和特殊性,加大了我国车牌自动识别的难度,使得中国车辆牌照识别远远难于国外的车辆牌照识别。因而如何提高识别率和识别处理的实时性及实用性成了一个紧要的任务。该课题为基于MATLAB的汽车出入库识别系统,带有丰富的人机交互GUI界面。在车牌识别基础上加入出入库,判别是否为库内车牌,并且实行计时收费。
